Solution:

$$b=10_b$$
Because $10_b = 1\cdot b^1 + 0\cdot b^0 = b$.

Obviously $b$ must be a valid base, so a positive integer. But we must discard $b=1$ since $0$ is not an allowed symbol in base $1$.
